RULES AND REGULATIONS
FOR
BRIGHTON FIELD

SECTION ONE - PURPOSE AND SCOPE OF RULES AND REGULATIONS
Purpose: Brighton Field is owned and operated by the Brighton Airport Association,
(B.A.A.). The B.A.A. is governed by a Board of Directors, (the Board). The Board has adopted the following Rules and Regulations
to provide for the protection, welfare, and safety of all persons using Brighton Field, (the Airport), and their property.
Scope: The following Rules and Regulations will govern the conduct of all persons
upon or near the Airport engaged in aeronautical, vehicular, or pedestrian activities, or while flying within the boundaries
of the Airport traffic area. B.A.A. has a Facilities Director/Airport Manager who has all the rights and responsibilities
defined by local, state, and federal regulations.
Revisions: The Board reserves the right to revise any of these Rules and Regulations.
The B.A.A. membership will be notified of proposed changes in writing for a thirty (30) day comment period. Members will then
be notified immediately, in writing, of all revisions that have been implemented.
Severability: Each rule herein is intended to be severable and in the event
that any one rule is for any reason held void, it shall not affect the validity of the remaining rules and laws.
SECTION TWO - GENERAL RULES
1. Authorized persons and authorized vehicles may enter onto Airport property.
Children must be accompanied by an adult unless otherwise approved by the Airport Manager.
2. Liability: Anyone using Airport premises does so at his/her own risk, and
is required to comply with all local and State fire regulations, including storage of flammable and hazardous materials.
3. No one may install access ramps/taxiways, or store anything outside their hangar
or on tie down areas or anywhere on the Airport without written permission of the Board.
4. No one may place, plant, or install any item that will infringe on Airport operations,
aircraft operations, or property rights.
5. All disposal of trash, garbage, paper, junk, debris, or other refuse or materials
must be off the Airport property.
6. No one shall abandon any personal property on the Airport. Property so abandoned
will be disposed of in the manner prescribed by State statutes.
7. No one shall destroy, damage, or disturb any building, sign, equipment, or property
on the Airport. Anyone so doing, either by accident or intent, will be liable for the reasonable value of replacement or repair
of the property so damaged or destroyed.
SECTION THREE - HAZARDOUS MATERIALS
Disposal of Hazardous Materials: There will be no dumping of any hazardous materials
(oil, fuel, etc,) on the Airport for any reason. Anyone violating this rule will be liable for all cleanup charges, and the
B.A.A. may pursue termination of this person's Airport access.
Disposals, Lubricants, Chemicals: No aviation fuels, lubricants, oils, greases,
chemicals, or other harmful liquids or materials shall be drained onto or deposited on any Airport surface. This shall not
apply to aviation fuel drained from an aircraft as part of a pre-flight inspection. These fuels shall not be dispersed on
the grass areas.
SECTION FOUR - AIRCRAFT OPERATIONS
General Conduct of Aeronautical Activities: All aeronautical activities at the
Airport, and all aircraft arriving at or departing from the Airport shall be conducted in conformity with the current provisions
of the Federal Aviation Regulations and Aeronautical Information Manual as issued by the Federal Aviation Administration and
the laws of the State of Michigan.
Standard Pattern Procedures: References: FAR 91.126, FAR 103.13, A.I.M., Advisory
Circular 99-66A, Michigan Aeronautics Commission Section R 259.
1. Airplanes are encouraged to fly a standard left-hand traffic pattern at 2000
feet MSL. (Field elevation is 973 feet). Departures shall climb straight out to an altitude of 400 feet AGL or greater before
turning.
2. Each pilot of a Helicopter must avoid the flow of fixed-wing aircraft. (i.e.
must remain clear of airplane traffic pattern). Helicopters remaining in the traffic pattern shall fly right traffic at 1500
feet MSL.
3. Ultralights are encouraged to fly a left-hand traffic pattern at
500 feet below and inside of airplane traffic pattern. (1500 feet MSL). When departing, ultralights may execute turns at the
end of the runway in order to clear the area expediently. Ultralights shall yield right-of-way to all aircraft.
4. Calm Wind Runway is Runway 22.
Parking: All aircraft must be parked in designated areas so as not to block
access of others.
SECTION FIVE - TIE DOWN AREAS
Pilot Responsibility: Each pilot is responsible for securing his/her own aircraft.
Supplying of Ropes: Pilots shall supply their own tie down ropes.
Tie Down Maintenance: All tie down occupants must keep their area neat, clean,
free of debris, and grass cut. The B.A.A. has the authority to contract appropriate cleanup if needed and charge the responsible
tie down occupant (only after appropriate warnings without results).
SECTION SIX - MEMBERSHIP EMERGENCY CONTACT INFORMATION
Emergency Contact Information: All aircraft hangared, parked, accessing, or
remaining on the Airport on a permanent basis shall be registered with the Airport Manager giving owner(s) name(s), address(es),
phone numbers (permanent and local), aircraft type and color, aircraft registration number, and location of aircraft on the
Airport. For the purpose of this section, the term permanent basis shall mean any evidence or intention to hangar, park or
maintain an aircraft on the Airport for more than twenty-one (21) calendar days. This information is for emergency purposes,
and will be kept confidential, if owner is unavailable, he/she is encouraged to provide an alternate contact.
Deviation from Rules and Regulations: Deviation from these Rules and Regulations
will only be allowed with permission from the Airport Manager or the Board.
SECTION SEVEN - MOTOR VEHICLE OPERATIONS
Vehicles: Only vehicles necessary to the operation of the Airport are allowed
to use the landing area and taxiway west of the hangars.
Vehicle Speed: There is a 15 mile per hour speed limit on all parts of the Airport.
